VIGILANCE
Vigilance Organization of the Department is looked after by a Joint Secretary who functions as the Chief Vigilance Officer (CVO) on the advice of Central Vigilance Commission. The CVO is assisted by Deputy Secretary, one Section Officer and supporting staff.
2. Vigilance Section is responsible for maintaining Annual Confidential Reports and Immovable Property Returns of officers and staff of the Department and also of the Board level appointees of 48 PSEs under the administrative control of this Department. It also maintains the ACRs of CVOs of PSEs. The main areas of work of Vigilance section are :-
- achieving action plan targets on anti corruption measures;
- dealing with complaints against Board level appointees;
- issue of vigilance clearance in respect of both Board level appointees and below
Board level appointees in PSEs;
3. Due emphasis is given to preventive vigilance and punitive measures are taken in appropriate cases and followed up wherever required. The activities of Vigilance Section are being computerised.
4. During the year 1998, a total number of 21 complaints were received against the Board level officials of the PSEs under the administrative control of this Department from various sources i.e.CVC, CBI, PMO, etc. Out of these 6 cases have been closed in consultation with CVC. Disciplinary proceedings for major penalty has been initiated in 4 cases. The rest of the cases are in process. During the same period, 14 cases of Vigilance Clearance in respect of Board level officials of PSEs have been received out of which 12 cases have been finalised and vigilance clearance issued.
